Exploring new territory for meta-evaluation : using a case study to experiment with new standards and procedures to evaluate the quality of participatory evaluations in health promotion

While evaluation is often perceived as a requirement for funders of innovative public health programs and a useless burden by community organisation fundees, this project aims at documenting the role of evaluation for supporting innovative practices that are developed to address social health inequalities issues. The objectives of this study are to analyze the reciprocal relationships between program committees and sub-committees designed to reach program goals, and assess how the evaluation contributes to program improvements.By conducting a formative meta-evaluation we seek to gain an appreciation of the inter-organizational structure of the program as a whole (including the evaluation's role) in order to optimize the performance of evaluation processes. These evaluation processes are designed to have a direct impact on the performance of the program, which makes the initiative a unique means of diminishing social inequalities of health.
